Report on American expansion in the Old Southwest, May 1818.

Manuscript confidential report prepared in May 1818 for Don Alejandro Ramírez y Blanco, Spanish Intendant General. Latour draws on the letters of Luis de Onís, Spain's Minister to the United States, and Secretary of State John Quincy Adams. Latour warns about the increasing American immigration in the western territories, and proposes the creation of a colony in Texas (later Champs d'Asile), and suggest possible independence for Mexico.

Latour, designer and builder of fortifications used in the Battle of New Orleans, and author of a Historical Memoir of the War in West Florida and Louisiana (Philadelphia, 1816). He traveled extensively in the Southwest, exploring the Red, Sabine, Arkansas, Trinidad, and Colorado River valleys. In 1816 he settled in Cuba, where he was probably a paid agent for Spain.
